Na mezin\u00e1rodn\u00ed konferenci Reforma fisk\u00e1ln\u00edch pravidel v&nbsp;Evrop\u011b: Je n\u00e1vrat ke zdrav\u00fdm ve\u0159ejn\u00fdm financ\u00edm mo\u017en\u00fd a pravd\u011bpodobn\u00fd?<em>, <\/em>kter\u00e1 se konala ve st\u0159edu 17. kv\u011btna 2023 na Anglo-americk\u00e9 vysok\u00e9 \u0161kole v&nbsp;Praze (AAU), v\u0161ak od \u010dty\u0159 z\u00fa\u010dastn\u011bn\u00fdch st\u0159edoevropsk\u00fdch ekonom\u016f zazn\u011bla skepse, \u017ee se jak Evropsk\u00e9 unii, v\u010detn\u011b euroz\u00f3ny, tak jednotliv\u00fdm rychle se zadlu\u017euj\u00edc\u00edm ekonomik\u00e1m, mezi kter\u00e9 pat\u0159\u00ed i \u010cesk\u00e1 republika, poda\u0159\u00ed z&nbsp;prohlubuj\u00edc\u00edho se zadlu\u017een\u00ed ve\u0159ejn\u00fdch rozpo\u010dt\u016f vymanit.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Podle Jana Schnellenbacha, kter\u00fd z&nbsp;pozice hlavn\u00edho \u0159e\u010dn\u00edka b\u011bhem konference na AAU bl\u00ed\u017ee p\u0159edstavil sou\u010dasn\u00e9 n\u00e1vrhy Evropsk\u00e9 komise, kter\u00e9 maj\u00ed p\u0159iv\u00e9st st\u00e1ty Evropsk\u00e9 unie k&nbsp;v\u011bt\u0161\u00ed rozpo\u010dtov\u00e9 discipl\u00edn\u011b, je p\u0159\u00ed\u010dinou skepse p\u0159\u00edli\u0161n\u00e1 benevolence ze strany samotn\u00e9 Evropsk\u00e9 komise umo\u017e\u0148uj\u00edc\u00ed \u010dlensk\u00fdm st\u00e1t\u016fm Evropsk\u00e9 unie poru\u0161ov\u00e1n\u00ed rozpo\u010dtov\u00fdch pravidel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201eN\u00e1vrh je pro m\u011b zklam\u00e1n\u00edm. Podle m\u00e9ho n\u00e1zoru je velmi nepravd\u011bpodobn\u00e9, \u017ee Evropsk\u00e1 komise bude striktn\u011b vynucovat rozpo\u010dtov\u00e1 pravidla Evropsk\u00e9 unie. I nad\u00e1le tak bude existovat \u0159ada v\u00fdjimek, jak umo\u017enit st\u00e1t\u016fm poru\u0161ovat rozpo\u010dtov\u00e1 pravidla, ani\u017e by byly automaticky sankcionov\u00e1ny,\u201c nechal se sly\u0161et profesor ekonomie z Braniborsk\u00e9 technick\u00e9 univerzity v Chot\u011bbuzi a \u010dlen Eucken Institutu ve Freiburgu.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Schnellenbach\u016fv n\u00e1zor doplnila profesorka Var\u0161avsk\u00e9 ekonomick\u00e9 \u0161koly Agnieszka Slomka Golebiovska, kter\u00e1 nav\u00edc celou situaci zasadila do souvislosti s ned\u00e1vnou koronavirovou pandemii a st\u00e1le prob\u00edhaj\u00edc\u00ed v\u00e1lkou na Ukrajin\u011b.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201eJsme ve stavu mnoho\u010detn\u00e9 krize. A pr\u00e1v\u011b tehdy roste riziko politizace vynucov\u00e1n\u00ed rozpo\u010dtov\u00e9 politiky kv\u016fli prostoru st\u00e1t\u016f pro vyjedn\u00e1v\u00e1n\u00ed v\u00fdjimek,\u201c p\u0159ipomn\u011bla vliv ud\u00e1lost\u00ed, kter\u00e9 zap\u0159\u00ed\u010dinily dynamick\u00fd r\u016fst ve\u0159ejn\u00fdch v\u00fddaj\u016f po cel\u00e9 Evrop\u011b, zat\u00edmco Ol\u00edvia Lacenov\u00e1, hlavn\u00ed analyti\u010dka brokersk\u00e9 spole\u010dnosti\u00a0Wonderinterest Trading, upozornila, \u017ee moment\u00e1ln\u00ed ekonomick\u00fd v\u00fdvoj v\u00a0Evrop\u011b nenahr\u00e1v\u00e1 nov\u00fdm investic\u00edm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201eRozpo\u010dtov\u00e1 nerovnov\u00e1ha, prudk\u00e9 n\u00e1r\u016fsty schodk\u016f, a tedy ve\u0159ejn\u00e9ho dluhu jsou jednou z\u00a0nejv\u011bt\u0161\u00edch no\u010dn\u00edch m\u016fr investor\u016f,\u201c p\u0159ipustila Lacenov\u00e1, kter\u00e1 jako p\u0159\u00edklad zm\u00ednila \u0158ecko. \u201eV p\u0159\u00edpad\u011b fisk\u00e1ln\u00ed krize, kterou si \u0158ecko p\u0159ed n\u011bkolika lety pro\u0161lo, jsme mohli vid\u011bt, \u017ee hodnota majetku investor\u016f ve form\u011b cenn\u00fdch pap\u00edr\u016f hluboce a dlouhodob\u011b poklesla,\u201c podotkla.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Krom\u011b sou\u010dasn\u00fdch n\u00e1vrh\u016f reforem evropsk\u00e9 fisk\u00e1ln\u00ed politiky \u0159e\u010dn\u00edci v&nbsp;r\u00e1mci konference \u0159e\u0161ili tak\u00e9 mo\u017en\u00e9 alternativn\u00ed a \u00fa\u010dinn\u00e9 zp\u016fsoby, jak podpo\u0159it udr\u017eitelnost ve\u0159ejn\u00fdch financ\u00ed v Evrop\u011b.
